The Obama administration earlier this year said it would delay the requirement until 2015 to give companies more time to comply. But some employers have said they are nonetheless cutting back on full-time hiring. Indeed, part-time employment rose early this year, while full-time employment growth stalled. But a closer look at the data provides little evidence for the notion that the health law is driving a shift to part-time work, although it could as the mandate deadline approaches. First of all, over a longer time frame, part-time work has actually been falling as a share of employment in recent years. Before the recession, about 17% of employed Americans worked 35 hours or less, the standard Labor Department definition of part time. During the recession, that figure rose, briefly hitting 20%. Its been trending down since then, but only slowly, hitting 19% in September. The uptick in part-time employment earlier this year now looks like a statistical blip: Part-time employment fell in late 2012, then rebounded in early 2013, and has now fallen for two consecutive months. But even if the upward trend resumes, its doubtful that the health law is to blame. In its statistics, the Labor Department considers anyone who usually works less than 35 hours per week to be part-time. The health law, however, is stricter: It counts anyone who works at least 30 hours a week as a full-time employee. That means that someone who works 34 hours a week would show up in Labor data as a part-time worker, but would still qualify as a full-time worker under Obamacare, and therefore would be subject to the employer mandate. If the health law were driving employers to cut employees hours, the most vulnerable workers would likely be those working just above the 30-hour cutoff. That means the data would show a decline in those working 30 to 34 hours and an increase in those working less than 30 hours. That isnt whats happening. The share of part-timers who say they usually work between 30 and 34 hours at their main job has been roughly flat over the past three years, at about 28%. (September data arent yet available.) If anything, its actually risen in the past year, though the change has been minor. The share working just under 30 hours has indeed risen somewhat, but the share working under 25 hours has fallensuggesting that employers are giving part-timers more hours, rather than cutting full-timers hours back. Put another way: If the Labor Department used the same definition of part-time as the health law, its data would show no increase in part-time work over the past year. Other data tell a similar story. BLS doesn’t even publicly publish employment stats on the category it calls information security analysts, a sort of catch-all category for many working in cybersecurity , but makes those numbers available upon request. One thing seems all but certain: The IT workforce in the United States is on the rise, and many of those workers require security know-how. Related Content Rethinking your Enterprise Security The numbers are statistically unreliable because the sample size for information security analysts is extremely small. Yet, BLS economists suggest aggregating four quarters worth of data to create an annualized figure – still technically unreliable – is more dependable than just a single quarter’s result. For well over a decade, I’ve analyzed BLS IT and IT security employment data and found that to be a good indicator of the labor market. They’re far from precise, but they do provide a reasonable portrait of employment condition. Stats Suggest Dip in Workforce Size Here’s what the numbers show on an annualized basis: In the third quarter of 2013, BLS categorized 53,500 workers in the United States, including 51,500 employed and 2,000 out of work, as IT security analysts, resulting in an IT security unemployment rate of 3.7 percent, the same rate for the entire IT occupation. The IT security workforce last quarter fell from 56,800 in the second quarter, when 55,000 workers were employed and 1,800 were jobless, for a 3.1 percent unemployment rate. Even with our sluggish economy, you’d expect to see a rise in IT security employment because of the high demand for security expertise in government and business. Don’t take a single quarter, even annualized, as a well-tuned gauge, but look at the longer trend it represents. There isn’t much data to look at; BLS has only been providing IT security employment data since 2011. Still, in 2011, the IT security workforce in the United States totaled 45,000. That means, in nearly two years, the number of people working as information security analysts has risen substantially. Again, don’t take these statistics as gospel, but they likely reflect the trend that more people are moving into IT security jobs. The apparent low unemployment rate in this sector, even if accurate, is considered full employment, and small jobless rates often reflect churn in the job market. The numbers in this report come from the government’s Current Population Survey of American households that produces the monthly unemployment rate, but the sample size is too small to be deemed statistically reliable because very few households have someone living in them who work in IT security. BLS Economist Karen Kosanovich explains that occupations, such as information security analysts, with a base of fewer than 50,000 individuals for annual averages and 75,000 for quarterly averages, don’t meet the bureau’s publication standards.
